Improvements in covmat utils

We should have:

• Something that gives the sqrtcovmat "A" from systematics, like construct_covmat from covmat_utils but without squaring the result.
• A table of the stability number that ideally works with the aforementioned sqrtcovmts and a version that can support groups as well.
