Next effective expontents has empty lists

Running validphys2/examples/effective_exponents/eff_exponents_table.yaml generates the correct next effective exponents table, but the iterated runcard has empty lists for the exponent range.

Have I missed something that changed? cc @wilsonmr @Zaharid
