plot_phi_pdfs compares two pdfs under the same conditions, for the full report template it would be good to be able to plot phi for two dataspecs on same plot

I need to test this but I think the plot_phi_pdfs plot should just be removed and replaced with the plot_phi_scatter_dataspecs which is better anyway since it has errors

I think that we could actually make the plot_phi_pdfs instead work for fits, using fit context production rule. That would then be fine for plotting phi for given fits. In the case where something more specialist is required the dataspecs plot will do fine
