Expose sumrules as an option in the runcard

Saw there was a fit without sum rules in the wiki so I thought it would be a good idea to expose the sum_rules = False/True/MSR/VSR as an option in the runcard.

fitting:
    sum_rules: "MSR"

by default set to True so that all previous runcards work in the same way.
