Fixed typo in PDF4LHC21 basis

This PR corrects what I think is a bug in the implementation of the PDF4LHC20 basis (equivalent to the NN31PC` basis, except for the assumption s=sbar) that is required for the PDF4LHC21 benchmarking exercise.
