Add theory 390 for Leading Order

This was killed off in one of the merges (or maybe it never arrived to master?) In any case, opening it as PR so it is easy to revert in case, but just filling the gap.

390 is a copy of theory 214 with the new pipeline for completeness, testing and I guess mc tuning (Leading Order, perturbative charm)
