Add restricted space hyperopt runcard

For reproducibility and convenience, I add here, together with the renew_hyperopt.yml, an additional runcard which restricts the sampling space of the hyperparameters. As before, it varies only the number of nodes of the inner NN layers and trials out two optimizers.
