HERA comb. charm and bottom

It contains the files related to the implementation of the HERA comb. charm and bottom reduced cross sections. It is related to corresponding PRs in buildmaster and apfelcomb. As a (rough) check of the implementation, a data/theory comparison (and chi2 computation) was made using theory settings as close as possible to those of https://arxiv.org/abs/1804.01019 and is available at https://vp.nnpdf.science/HipMZClMTGCUktUyux-8jQ== For instance, the chi2 of the charm data is 138, to be compared to 140 in tab.4 of https://arxiv.org/abs/1804.01019
