adding analysis tools for multiple closures/proxy fits

This very much needs some work but I'm splitting out the multiple closure actions for eventual review from the PR which just cleans up the closure test tools #511

I will say more once this is ready for review (and change the target branch!!)

TODO:

  • add checks for different seeds but same underlying law/t0
  • clean up PDF plots
  • add histograms potentially

abandoned:

  1. add tests to #511 and then add perhaps add some additonal tests to this
  • I'm not sure how to add tests for these functions, but perhaps we should give this more thought
  1. fix the proxy fit actions
  • these are kind of redundant
