Make chi2 and arclength thresholds optional arguments in postfit

First step towards closing https://github.com/NNPDF/nnpdf/issues/527.

This simply adds two optional arguments for the veto thresholds to postfit. Once this is merged we can move onto a PR in which these thresholds are recorded, preferably with lockfiles.
