This is a direct translation of the C++ code for now, I will optimize it using numpy next, hopefully should be fairly straightforward.

I've tried it with NMC so far and if you initalize the RNG with the same seed it will generate exactly the same pseudodata.

Also, I've not implemented the final check on the positivity of the pseudodata
