update vp-nextfitruncard to use the API, update the relevant provider to be able to update description and reformate provider plus docstring

We need this if we have an experiment mixed with pure training and mixed training datasets

update filter to use a filter action which is set as an explicit node, rather than using logic in filter to call appropriate function. Allows for greater flexibility for setting filter action e.g filtering by experiment when thcovmat is not used in sampling
